Bughelpneeded on "Nymph bedbug babies impossible to eradicate."

I've been dealing with bedbug infestations in numerous apartment rental units for the past five years. I have tried everything and gone through the process of countless fumigation treatments and heat as well. Regardless the bedbugs have always returned either days, weeks, and months later. While I can control the adult bugs through daily vacuuming and steaming the nymphs are pervasive and continue to bite me whatever I try. I have seen tiny nymphs the size of the head of a pin running across my floor, and even the clear, invisible baby nymphs that are so small I cannot pick them up. They are literally impossible to eradicate and seem impervious to any treatment.

This puts me in a catch 22. Landlords demand evidence of adult bugs to justify more treatments, but this can only happen if I stop vaccuming and "allow" the nymphs to grow and totally overrun my apartment. The nymph bites are tiny and I get them in groupings just as the adult bites. This causes me intense psychological distress as I get larger and larger welts on my body as I allow it to happen rather than fight them off. So I am put in the impossible position to let them take over my apartment to prove they are there. My onslaught of treatments have proven that the nymphs always return. The treatments have all proven ineffective. This maddening cycle is making me very ill with no solution or end in sight.
