vlascark on "Wall spotting"

Hi, I've recently found these stains on my wall and we're wondering if they were bed bug related. I wet a paper towel and had to push down fairly hard to get them to smear at all. I've found similar stains in other parts of my home, but typically around spider webs. Please let me know if I should be panicking. Thanks.
